NYC COMMON SENSE, FRANK MORANO, CRASH VICTIMS, VULNERABLE PEDESTRIANS, ELECTED OFFICIALS & ADVOCATES ANNOUNCE LEGAL CHALLENGE TO CITY HALL’S DANGEROUS END TO E-VEHICLE ENFORCEMENT

Suit Seeks the Restoration of Protection, Safety & Sanity to City Streets & Sidewalks, Highlights How Absence of Battery Powered Personal Transportation Device Regulation Puts Pedestrians at Risk

New York, NY – At 10:30 a.m., on Thursday, June 25, 2026, on the steps of City Hall, NYC Common Sense, an independent, non-partisan government watchdog organization; will join Frank Morano – a sitting City Council member acting in his personal capacity; advocates; vulnerable pedestrians; and e-bike crash victims in announcing a legal challenge against Mayor Zohran Mamdani and the City of New York over the mayor’s March 2026 directive ending criminal enforcement of e-bike violations.

Morano, in his personal capacity as a concerned New York City resident, is the suit’s lead plaintiff. He is joined by victims, seniors, a legally blind individual, guardians of young children, and individuals with mobility challenges – who are among the scores of pedestrians endangered by the unregulated e-bikes that are recklessly ridden on city streets and sidewalks, and in crosswalks.

Following the mayor’s order that ended the NYPD’s ability to issue criminal summons to out-of-control e-bike operators, at-risk pedestrians have no recourse if they are hit – and in many cases, severely injured – and law enforcement has no tools to keep them safe.

In the suit, the plaintiffs describe the daily fear, repeated close calls, and, in some cases, long-term mental and physical damage caused by e-bikes, that have significantly impacted their quality of life.

“No mayor has the power to suspend the laws the City Council and state Legislature passed to keep New Yorkers safe – yet that is exactly what this directive does, turning our sidewalks and crosswalks into a lawless free-for-all,” said Jim Walden, chair of NYC Common Sense. “Until e-bikes and e-scooters are properly licensed, blowing through crosswalks and speeding down sidewalks should face the possibility of criminal summonses, with that decision resting in the capable hands of experienced NYPD officers, not at the whim of politicians.”
